He was born on November 17, 1930 to Hans and Julia Cifersky Carlson. He graduated from Irvington High School and went on to serve in the Air National Guard of the United States Air Force. Charles had been an Officer with the Westchester County Police until he became a florist and operated the Elmwood Greenhouses in White Plains for many years until he retired.

Charlie lived simply and enjoyed his life to the fullest. He loved spending time in Lake George at his home in Ticonderoga with his beloved wife Georgiana (Zelyez).
